What was announced
The presidential press service reported 206 projects valued at $9.4 billion at an Andijan ceremony on 23 September. Of these, 98 projects worth $2.05 billion were commissioned, while construction began on 108 projects worth $7.35 billion. The combined value is not a measure of foreign capital received on that day.
The programme spans energy, manufacturing, logistics and other sectors across the region’s 16 cities and districts. The report names both foreign partners and local investors. More than 45,000 jobs are expected across the programme; this is a projection rather than a verified count of jobs already created.

The distinction between commissioning and construction changes the partner conversation. An operating facility may need customers, working capital or maintenance services; a construction project may need equipment, infrastructure delivery or completion finance.
