EBRD opens earlier visibility into its public-sector project pipeline

September’s outreach programme and updated procurement framework matter for firms preparing energy and infrastructure opportunities across EBRD markets.

What was announced

EBRD scheduled its inaugural public-sector pipeline outlook for 22 September, covering projects under preparation in energy, municipal infrastructure and transport across its regions. The announcement points to the Supplier Hub and ECEPP for following opportunities.

The Bank’s 2026 Procurement Policies and Rules took effect on 1 September. Its guidance specifies which new approvals and agreed transitions fall under the new rules; earlier editions may still govern ongoing projects. The bank-wide outreach announcement does not identify a particular Uzbekistan contract as open for bids.

CAPPA analysis: why it matters

For a firm entering Uzbekistan, our view is that early visibility should support a disciplined bid-or-no-bid decision. Start with a named project and procurement package, then compare qualification requirements with the team’s documented experience. A cooperation mandate can help organise local work, but it does not replace a procuring entity’s competitive selection process.

Questions before the next commitment

  • Who is the client, and what are the project identifier, package scope and current procurement stage?
  • Which edition of the rules and which published eligibility and evaluation requirements apply to this package?
  • Does the proposed consortium have the required delivery references, specialists and local operating capacity?

A practical next step

CAPPA can support a defined Uzbekistan opportunity through local coordination and preparation of an agreed opportunity brief. Share the official project or procurement link and the role your organisation wants to play before commissioning broader market-entry work.
