PPA in Uzbekistan: the Power Purchase Agreement

A PPA (Power Purchase Agreement) is a long-term contract for the sale of electricity between a producer (for example a solar or wind plant) and an offtaker. In Uzbekistan the PPA is the core instrument that makes large energy projects bankable for international investors. CAPPA connects international capital with these projects across Uzbekistan and Central Asia.

How a PPA project works

The investor builds the plant, and the PPA guarantees the purchase of the electricity generated at an agreed price for 15–25 years. That predictable cash flow is what unlocks project finance from banks and funds. Without a PPA, a large energy project is almost impossible to finance.

The legal framework in Uzbekistan

Uzbekistan has built the regulatory basis for private power projects and PPAs, including sovereign government-support and guarantee mechanisms. This opened the market to foreign investors in solar, wind and other generation. CAPPA helps you navigate the whole path — from deal structure to signed agreements.
